Ceres is a very special asteroid. In fact it is more of a planet than an asteroid with more than 1,700,000 square miles of surface area, making it the largest object in the main asteroid belt. It has been speculated that Ceres will turn into an industrial hub of activity in the harvesting of the asteroid belt's resources.
Not only does Ceres have the potential for rare earth elements of every variety, it has a massive supply of water for human crews.
A 10 square mile claim would be enough for basic mining operations and local support structure. Hypothetical estimated value in 2017 USD $100 billion. The number of claims of this size is limited to 140,000.
